I began my career engineering advanced attack helicopters. I now engineer institutions. The distance between those two sentences is shorter than it looks.
An aircraft of that kind is built around a single unforgiving premise: it must remain trustworthy in the worst moment of its life. You do not get to rely on good intentions, on the competence of whoever happens to be operating it, or on conditions being favorable. Trustworthiness has to be built into the structure itself — designed in, tested, and provable — so that the machine holds when everything around it does not. Every critical function must answer three questions before it is ever permitted to fly. Who is authorized to command it? What has it actually done, and can that be independently verified? What is it responsible for, and to whom? An aircraft that cannot answer those questions does not leave the ground.
At some point I noticed that the institutions surrounding these machines — the programs, the organizations, the boards that governed them — were held to no comparable standard. A helicopter that could not say who had commanded it would never fly. Yet institutions that could not answer that same question governed hospitals, moved capital, and made decisions of consequence every day. We engineered the machine to a discipline we did not ask of the institution that wielded it. That asymmetry is the thing I have spent my career unable to stop seeing.
What surprised me, over time, was how few questions it really came down to. Across institutions that had nothing else in common — a hospital, a bank, a public agency — the same three surfaced whenever something went seriously wrong. Who was authorized to act? What actually occurred, and can we prove it? What was owed, and to whom? I did not invent these questions. I watched them recur, in setting after setting, until they became impossible to attribute to coincidence. They are, I have come to believe, the load-bearing questions of any institution — authority, evidence, and relationship — and most institutional failure is a failure to answer one of them.
For most of history, intelligence was scarce. It was expensive, slow, and human, and so we built our institutions to ration it — to concentrate judgment in a few hands and direct it carefully. Almost everything about how organizations are structured is, at bottom, a way of managing a shortage of intelligence.
That shortage is ending. As intelligence becomes abundant, the constraint that shaped our institutions is dissolving, and the binding constraint moves elsewhere. The scarce resource is no longer capability. It is an institution able to exercise abundant capability without losing responsibility, legitimacy, evidence, or trust. An organization can adopt the most capable technology available and still be unable to say, credibly, who decided, what occurred, and on whose authority. Those are not engineering questions in the ordinary sense. They are institutional ones, and they do not resolve on their own as the technology improves.
This is why I use the word engineer deliberately, and not as a metaphor. Engineering is the discipline of building things that must hold under load, over time, in conditions their designer will not be present to control. Institutions are exactly such things. To call their design engineering is to accept its standard: an institution, like an aircraft, is not finished when it sounds right. It is finished when it holds in operation.
I am building Bacaro as a study rather than a firm because I do not think this discipline should rest on any one person's authority, including mine. The ideas here are meant to be evaluated on their merits — tested against reality, argued with, revised — not accepted because of who is offering them. If institutional architecture is real, it will be because the patterns hold when others examine them, not because I have asserted them well.
I engineer institutions for the same reason I once engineered aircraft. Some things carry more than their designers, outlast them, and fail in ways that harm people who never consented to the risk. Those things deserve to be built to a standard. For most of my life that meant machines. It now means the institutions we will ask to carry an abundance of intelligence — and, I think, to carry us.
